AI coding startup Cursor launched Cursor Start on July 28, a ₹649-a-month subscription available only to developers in India. The plan runs the company’s own models and excludes the frontier systems from OpenAI and Anthropic that its $20 Pro tier includes.

Cursor prices its first country-specific plan at ₹649

Cursor, which SpaceX agreed to buy for $60 billion in an all-stock deal, positioned Start between its free tier and the $20 Pro subscription. The plan is tax inclusive, billed monthly in Indian rupees, and accepts India’s Unified Payments Interface alongside credit and debit cards.

The company said its India user base tripled over the past year to more than 3 million developers, making the country its third largest market and the one with the highest concentration of power users. Cursor’s announcement states that developers in India run more agent requests per developer than anywhere else. That per-developer intensity is the figure that justifies a country specific price, and it is the metric to watch as AI coding tool adoption widens.

Start includes always-on cloud agents, the Cursor iOS app, and support for plugins, Model Context Protocol servers, hooks and skills. Existing free users in India can upgrade from the account dashboard, and new users select the tier during signup.

What ₹649 does not buy?

Cursor built Start around two models it controls: Grok 4.5, which the company’s announcement calls its most powerful model, and Composer 2.5, its most price-efficient coding model. Green said the lower price works because those in-house models carry lower operating costs than third-party frontier systems.

Five capabilities stay behind the $20 Pro tier:

  • Frontier models from providers including OpenAI and Anthropic
  • Bugbot
  • Auto Mode and Automations
  • The Cursor SDK
  • On-demand usage once included limits run out

Developers in India already paying for Pro should check whether their daily workflow depends on Bugbot, Auto Mode, Automations or the SDK before switching down, because Start drops all four.

Cursor has not published a numeric usage cap for the plan. Its announcement says only that Start carries “more agent requests than the Free plan” across desktop, web, iOS and the CLI. The company has not addressed how many requests that phrasing represents, how its stated checks against VPN access will work in practice, or what happens to an account those checks flag.

India becomes the proving ground for cheap AI tiers

Cursor is repeating a move OpenAI and Anthropic made first. OpenAI launched ChatGPT Go in India at under $5 a month, then extended the low-cost subscription to 16 more countries across Asia. Anthropic began localizing Claude pricing for India this month, describing it as its largest market after the United States.

The scale explains the sequence. GitHub counts more than 27 million developers in India, second only to the United States, with more than 2 million joining this year.

Green said Cursor could repeat the model elsewhere. “Now, if this model proves that we could take it to other markets, perhaps we will. But I think it’d be crazy to say we would never do it elsewhere,” he said, according to TechCrunch.

Cursor is also staffing up locally. The company hired its first salesperson in India, expects another leader to join in Delhi, is building a government affairs office, and added three technical customer support hires as it expands in Bengaluru, Chennai, Hyderabad and Mumbai.

SQ Magazine’s Takeaway

Cursor assembled Start from two models it operates itself, and that is why Green could call the price sustainable at ₹649. Developers who mainly want an agent that builds, tests and opens pull requests get that capacity well below Pro’s $20. Developers who picked Cursor as a neutral front end to every major lab’s models get a thinner deal at the lower price.

The open question is what the plan looks like after Q3, when the SpaceX acquisition is expected to close. Green said Cursor operates independently until then and that the India plans predate the deal, though SpaceX’s Starlink footprint in the country could lower the operational barriers to expanding faster. Two signals are worth watching: whether Cursor publishes an actual request limit for Start, and whether the same pricing model shows up in a second market. Green has already hinted at the second one.
